AIRCRAFT WAS GROUNDED: WHEN GEAR LEVER WAS MOVED TO NEUTRAL OFF POSITION AFTER TAKEOFF. THE NOSEGEAR ONLY, EXTENDED. AIRSPEED WAS BELOW 230 FOR BOTH THE EXTENSION AND RETRACTION, LANDING GEAR HANDLE WAS NOT MOVED BEYOND OFF DURING THE ANOMALOUS EXTENSION.  (OPEN).
