AIRCRAFT WAS NOT GROUNDED: MAINTENANCE REPORTED THAT THE OBSERVERS LIFE VEST BEHIND CAPTAIN'S SEAT PLASTIC BAG OPENED. REPLACED THE LIFE VEST AS REQUIRED.
