## Discrepancy

AIRCRAFT WAS NOT GROUNDED: OUTER TO INNER TANK TRANSFER VALVE IN RIGHT WING FAILED TO OPEN FULLY DURING DESCENT. FULLY OPEN ON GROUND AFTER ARRIVAL. MAINTENANCE REPLACED VALVE ACTUATOR MOTOR 10QP AND ACCOMPLISHED A SATISFACTORY OPERATIONAL CHECK.
