AIRCRAFT WAS NOT GROUNDED: FLIGHT CREW REPORTED THAT SEAT 21B LIFE VEST CONTAINER BAG OPENED. MAINTENANCE REPLACED THE LIFE VEST PER AMM 25-66-52.
