AIRCRAFT WAS GROUNDED: AN EMERGENCY WAS DECLARED DUE TO: LEADING EDGE FLAPS WERE RAISED BUT THE FLAPS TRANSIT LIGHT REMAINED ILLUMINATED, RECYCLE FLAPS DID NOT HELP. AIRCRAFT AIR INTERRUPTED BACK TO AND LANDED SAFELY AT LAX.   (OPEN).
