AIRCRAFT WAS NOT GROUNDED: CABIN FLASHLIGHT AT JUMPSEAT 5 APPEAR TO BE INSTALLED INCORRECTLY, AND IS NOT CHARGING. MAINTENANCE INSTALLED UNDER FA SEAT 5 NEW TAMPER SEALS, REPLACED BATTERIES AND PUT IN THE CORRECT POSITION IAW AMM 25-60-00.
