AIRCRAFT WAS NOT GROUNDED: COCKPIT  DOOR OPENED ON LANDING ROLL OUT. WHEN TESTED ON THE GROUND DOOR IS NOT LATCHING. TS PER TSM 52-51-00-810-807-A COCKPIT DOOR DOES NOT LOCK OR UNLOCK. MAINTENANCE REPLACED THE TOGGLE SW-COCKPIT DOOR/UNLOCK/NORM/LOCK 26MQ IAW ESPM 20-45-21.
