## Discrepancy

AIRCRAFT WAS GROUNDED: AN EMERGENCY WAS DECLARED AND THE AIRCRAFT DIVERTED TO PHX DUE TO THE FLIGHT CREW REPORTING THAT AFTER TAKEOFF AT 1000 FT CAPTAIN'S WINDSHIELD WIPER STARTED IN SLOW AND WAS UNCONTROLLABLE WITH SWITCH AND PULLED THE CIRCUIT BREAKER. THE AIRCRAFT LANDED SAFELY AT PHX AND TAXIED TO THE GATE UNDER ITS OWN POWER. MAINTENANCE REPLACED CAPTAIN WIPER SWITCH PER ESPM 20-45-23 AND ACCOMPLISHED A SATISFACTORY OPERATIONAL CHECK PER AMM 30-45-00.
