AIRCRAFT WAS GROUNDED: SEAT MOUNTED EMERGENCY ESCAPE PATH LIGHTS FROM ROW 26 TO 33 FAILED TO ILLUMINATE WHEN EMERGENCY LIGHTS WERE ACTIVATED DURING ACCOMPLISHMENT OF JC 08T20033001.   FOUND EMERGENCY BATTERY PACK NOT CHARGING AND BATTERY DEPLETED, REMOVED AND REPLACED PACK IAW AMM 33-51-06.
