## Discrepancy

AIRCRAFT WAS GROUNDED: IN FLIGHT, PACK CONTROLLERS WOULD NOT COOL CABIN ADEQUATELY. AT FULL COLD KNOB POSITION IT WAS STILL VERY WARM IN CENTER CABIN, DECESION MADE TO DIVERT TO LAS. EMERGENCY WAS DECLARED AND LANDED OVERWEIGHT WITHOUT INCIDENT.   MAINTENANCE REPLACED PACK 1 ACM PER AMM 21-52-21.
