## Discrepancy

AIRCRAFT WAS NOT GROUNDED: DURING DESCENT RECEIVED ECAM MESSAGES OF FUEL LEFT OUTER TRANSFER OPEN AND RIGHT OUTER TRANSFER OPEN.  MAINTENANCE REPLACED TRANSFER VALVE ACTUATOR 9QP PER AMM 28-15-51 & ACCOMPLISHED A SAT OPS CHK WITH NO FAULTS NOTED.
