AIRCRAFT WAS GROUNDED: ALL THREE LAVS ON AIRCRAFT WILL NOT FLUSH. VACUUM BLOWER PREVIOUSLY REPLACED ON JUN 14.  REPORTED NO HELP. PIREP VACUUM TOILET SYSTEM NOT WORKING ABOVE 16000 FT.  TROUBLESHOOTING FOUND C/B C11 ON P-91 PANEL OPEN AND COLLARED.  PER TROUBLESHOOTING 38-30-00-810-821 C/ B C11 SHOULD BE CLOSED FOR OPS CHECK. CLOSED C/B C 11 AND C/B F2 IN P-91 PANEL. ALL THREE TOILETS OPERATE NORMALLY.
