AIRCRAFT WAS GROUNDED:  FLIGHT DATA AND PIREP INDIACTED ENGINE STALL ON TAKE OFF. EMERGENCY DECLARED AS A PRECAUTION AND ARFF ROLLED TO INSPECT BRAKES.  REMOVED AND REPLACED LT OTBD T/E FLAP IAW AMM 27-51-22.
