AIRCRAFT WAS GROUNDED:  PAN-PAN DECLARED; AIRCRAFT LANDED OVERWEIGHT WITHOUT INCIDENT -- IMMEDIATELY AFTER REACHING CRUISE, FAS ADVISED THAT THEIR 1L PANEL SHOWED "WASTE TANK FULL". LAVS 1L, 3L, 4L AND 2R TOILETS WIL,L NOT FLUSH. REMOVED AND REPLACED J1 AND J2 WASTE TANK POINT LEVEL SENSORS PER AMM 38-33-01.
