## Discrepancy

DURING CLIMB, CABIN WOULD NOT PRESSURIZE, DID ABNORMAL. COULD NOT PRESSURIZE MANUALLY EITHER. CABIN PRESSURE CONTROL WHEEL JAMMED. DUE TO COLD WEATHER, SUSPECT OUTFLOW VALVE FROZEN. HEATED AND LUBRICATED VALVE. PRESSURIZED AIRCRAFT ON GROUND, OPS CHECKED GOOD.
