AFTER ENGINE START EICAS MSG "L ENG BLEED VAL" AND L DISCRETE LIGHT " BLEED" ILLUMINATED.AIRCRAFT BACK TO BLOCK AND GROUNDED BY MAINTENANCE. MAINTENANCE PERFORMED DEFERRAL PROCEDURES IAW MEL FOR LEFT HIGH PRESSURE SHUT OFF REGULATING VALVE. AIRCRAFT RELEASED BY MAINTENANCE.
