ON TAXI OUT AND ENGINE START, RIGHT ENGINE START VALVE DID NOT OPEN WHEN START SELECTOR MOVED TO GROUND.  AIRCRAFT RETURNED TO BLOCKS (BTB).  MAINTENANCE DEFERRED IAW MEL C ABX-80-00-2-1.  AIRCRAFT RETURNED TO SERVICE.
