DURING HV CHECK, FOUND RIGHT VERT STAB UNDER PANEL 3804A HAS CHAFED SURFACE.  REMOVED DAMAGED SKIN PANEL AND INSTALLED NEW PANEL IAW 51-20-8.  (M)
