FUELER REPORTED THE CENTER FUEL QTY INDICATOR ON WING FLASHING ON AND OFF.  ACFT GROUNDED. CENTER REFUEL QUANTITY INDICATOR OPS CHECKED GOOD. IAW AMM 28-41-61.
