#1 ENGINE START VALVE WILL NOT OPEN. GROUNDED - YES.  VERFIED #1 ENGINE START VALVE WILL NOT OPEN.  REMOVED & REPLACED #1 ENGINE START VALVE PER B737-800 AMM 80-11-03. GROUND VERIFICATION OPS GOOD.
