FLT 4066 - CREW REPORTED THE RIGHT MAIN LEFT INBOARD BRAKE LOCKED UP DURING TAXI OUT OF ATL.  AIRCRAFT RETURNED TO GATE.  MAINTENANCE REMOVED AND REPLACED THE RIGHT MAIN LEFT INBOARD BRAKE ASSEMBLY.  OPERATIONAL CHECKS GOOD.  AIRCRAFT RETURNED TO SERVICE.  (M)
