IN DESCENT THRU 23K FT GOT LOUD BANG, FLAMES AND SMOKE FROM LT WINDSHIELD LWR PWR CONNECTOR.  TURNED OFF LT W/S HEAT AND SMOKE AND FLAME STOPPED. EMERGENCY DECLARED.
