GEAR DISAGREE MASTER WARNING, NLG WOULD NOT RETRACT.  ACFT RETURNED AFTER T/O AND EMERGENCY DECLARED.  PERFORMED LANDING GEAR EXTENSION AND RETRACTION FUNCTIONAL TEST IAW AMM 32-30-00.  OP'S CHECKED GOOD.
