AIR RETURN, TOWER REPORTED WHITE VAPOR STREAMING OF RT WING ON CLIMB OUT WITH CREW NOTING FUEL IMBALANCE DEVELOPING.  MX R & R THE RT WING OTBD FLAP VALVE WITH LEAK CHECK GOOD.  ACFT WAS APPROVED FOR RETURN TO SERVICE.
