CUN FLT 803 PHL-CUN  DURING LANDING GEAR EXTENSION, LEFT HYD SYSTEM QTY DROPPED TO .48 RF.  MAINTENANCE FOUND RUDDER RATIO ACTUATOR SOLENOID GASKET LEAKING.  REPLACED GASKET.
