BIL - RIGHT ENGINE LOW TORQUE.  PROP GOVERNOR STICKING ALLOWING ENGINE RPM TO GO TOO HIGH.  INSTALLED SERVICEABLE PROP GOVERNOR, GROUND RUN CHECKED OK.  PERFORMED FLIGHT TEST AND NTS SHUTDOWN.  RELEASED TO SERVICE.  (M)
