EWR - FLT 2403 - THE CREW REPORTED A NR 1 HYDRAULIC LOW QUANTITY MESSAGE IN FLIGHT.  THE AIRCRAFT DIVERTED INTO CLE AND LANDED WITHOUT INCIDENT.  MAINTENANCE INSPECTED AND SERVICED THE NR 1 HYDRAULIC SYSTEM.
