FLIGHT 3047 - EWR - FLIGHT CREW REPORTED INTERMITTENT GPWS INOP IN EICAS, THRUST RATING CHANGE UNCOMMANDED, THRUST DOES NOT RESET IN ICING CONDITIONS.  IAH MX RERACKED GPWS COMPUTER AND PERFORMED OPS CHECK SUCCESSFULLY.  ACFT WAS APPROVED TO RETURN TO SERVICE.
