FLIGHT CREW REPORTED RUDDER TRIM WOULD NOT MOVE LT OF NEUTRAL.  ACTUATOR REMOVED AND FOUND SEIZED.  ACTUATOR REPLACED AND ACFT RETURNED TO SERVICE.
