(CAN) CREW DETERMINED PROPELLER CONTROLS NOT FUNCTIONING. IAW JLB ENTRY RT PROPELLER LOSS OF RPM. ENGINE SHUTDOWN PERFORMED IAW CHECKLIST.   LANDED AIRCRAFT SAFELY.  PROPELLER GOVERNOR REPLACED, AIRCRAFT RETURNED TO SERVICE WITHOUT FURTHER INCIDENT.
