## Discrepancy

(CAN) THE NR 2 ENGINE WAS NOT ABLE TO DEVELOP POWER ON TAKEOFF ROLL. MAXIMUM OF 45 PERCENT TORQUE ACHIEVEABLE. TAKEOFF ABORTED AND ACFT RETURNED TO RAMP.  MFC AND FUEL PUMP REPLACED AND ACFT RETURNED TO SERVICE.
