## Discrepancy

(CAN) IN FLIGHT THE RUDDER WAS FLUTTERING. FLUTTER INCREASED WITH INCREASE IN SPEED AND ALTITUDE. YAW DAMPER REMAINED ENGAGED.  CORRECTIVE ACTION: REMOVED AND REPLACED #1 AND #2 YAW DAMPER ACTUATOR. (TC# 20190628004)
