(CAN) LEFT ELEVATOR SPAR FOUND WITH .50 INCH  CRACK AT OUTBOARD END NEAR THE OUTBOARD BEARING.   SUBMITTER SAYS THAT PROBLEM CAUSED BY DOCKHANDS USING ELEVATOR TIP TO MANEUVER AIRCRAFT FOR DEPARTURES AND ARRIVALS.
