(CAN) PT GOVERNOR LEVER BEARINGS ARE DEVELOPING FLAT SPOTS INTERNALLY AND EXTERNALLY WHICH DIRECTLY AFFECTS GOVERNOR SPRING TENSION WHICH IN TURN THEN CAUSES THE GOVERNOR TO BLEED OFF EARLY.  THE NET EFFECT IS DROOP.
