(CAN) AFTER LANDING, OUTBOARD FLAP FAILED TO RETRACT.  ACTUATOR MANUALLY RUN IN AND SYSTEM SECURED.  AIRCRAFT FERRIED TO MAIN BASE.  REPLACED ACTUATOR.  THIS UNIT HAS A 10,000 CYCLE LIFE.
