## Discrepancy

LT AND RT WING TANK FUEL TRANSFER VALVES INOPERATIVE.   INTERCELL VALVES DID NOT CLOSE DURING FUELING, ALL FUEL WENT TO INNER CELLS.  VALVES DID EVENTUALLY CLOSE.
