## Discrepancy

BOTH ENG AUTO STARTS FAILED.  NR 2 NOT ABOVE 12 AUTO SHUTDOWN.  FOUND LT PACK UPPER FCV NOT SHUTTING OFF DURING ENG START, WITH LT PACK UPPER FCV DEACTIVATED IAW MEL 2151J ENG STARTS NORMAL.
