AIR RETURN FOR CABIN ACT LIGHT & HORN ON IN CLIMB.  ACFT WOULD NOT PRESS.  PRESSURIZATION TESTED GOOD.  PRESSURIZATION SYS GND BITE TEST IAW MM 21-31-00, CHECKED OK.  SUSPECT PACKS WERE NOT TURNED ON.
