DURING AIRCRAFT POWER FAILURE, EMERGENCY LIGHTS ON ROWS 21, 22, 23 DID  NOT OPERATE.  VERIFIED WITH THE FLIGHT CREW, CYCLED THE LIGHT SWITCH AND EMERGENCY LIGHTS WORKED OK.
