FOUND A CRACKED AND DISBONDED AREA ON THE RT HORIZONTAL STAB UPPER SURFACE.   REPAIRED THE HORIZONTAL STAB UPPER SKIN AND STRINGER 3 IAW REO L21248, REV IR, AND EC/RA 5511-01081.
