FOUND FLOOR EMERGENCY LIGHT ROW 28 INOP ALL ADJACENT LIGHTS OPERATE NORMALLY. PLACE INOP LIGHT ON MEL  INSPECTED FLOOR EMERGENCY LIGHT ROW 28 NOT ABLE TO DUPLICATE FAULT ON GROUND AT THIS TIME, FLOOR EMERGENCY LIGHT ILLUMINATE NORMAL.  OK TO CONTINUE.
