ON TAKEOFF,  AIRCAFT REQUI RED 5-6 UNITS LT AILERON TO MAINTAIN LE VEL FLIGHT INSPECTED AILERON CABLES ABSB AT B SYSTEM DRUM ASSY. FOUND SHEAR RIVETS SHEARED ON ABSB DRUM.  EMERGENCY DECLARED. AILERON POWER CONTROL UNIT REMOVAL AND INSTALATION COMPLETED. ALL OPS CHKS COMPLETED.
