IN DESCENT THROTTLES IDLE NOTICABLE PRESS BUMP. NEEDLE SHOWS 300 0 DN THEN RECOVERS PILOT CLARIFIED NEEDLE DN FLUCTUATED TO 3000 AND BEHAVED ERRATICALLY.   CONTROLLER FAULT 19 OFV. REMOVED AND REPLACED AFT OUTFLOW VALVE ASSY. OPS CHECKS & GROUND CHKD SYS OKAY ON BOTH CONTROLLERS IAW AMM 2131-03-400-801. CREW REPORT PRESSURE BUMP NOTED ON DESCENT FROM 25K.
