ROW 36 AND AFT FLOOR WATERLOGGED AND AN UNPLEASANT ODOR.  STANDING WATER IN AFT LAV D.  FOUND LAV D TOILET OVERFLOWING. APPLYING MEL 3802D FOR LAV D FLUSH INOPERATIVE. FOUND LAV D TOILET OVERFLOWING. APPLYING MEL 3802D FOR LAV D FLUSH INOPERATIVE.  FOUND THE MANUAL OVERRIDE HANDLE LEVER IN THE TO CLOSED POSITION. PUSHED THE HANDLE LEVER TO THE OPEN POSITION ( ALL THE WAY IN ). OP CHKS GOOD. OK FOR SERVICE.
