LEFT PACK OFF LIGHT NOT LIGHT DURING L ENG START.  SMELL OF FUEL, POST START WITH PACK OFF.  REF TO LP 3111827 FOR WORK PERFORMED,  DURING ENG START LT PACK OFF LIGHT WAS ILLUMINATED AND NO FUEL ODOR WAS NOTED,  FOLLOWING ENG START WITH PACK OFF / PACK ON OPERATION.
