THE AIRCRAFT CAN BE RELEASED BACK TO SERVICE AFTER EXPERIENCING A DIVERSION OR AIR TURN BACK DUE TO A MECHANICAL REASON, LOCKED BY SYSTEM. PERFORMED TSM TASK 21-61-00-810-802-A AND OPS TEST OF THE PACK TEMP-CONTROL SYSTEM IAW AMM 21-61-00, OPS TEST FAILED.   REMOVED AND REPLACED AIR-OUTLET FLAP ACTUATOR (29HH) IAW AMM 21-61-52-400-001-A. OPS TEST OK IAW AMM 21-61-00-710-001-A. NO DEFECTS NOTED. UNLOCKING NR 2 PACK RAM AIR OUTLET ACTUATOR REPLACED. OPS CHECKS OF PACK GOOD.
