INSPECTION FOUND LT LOWER SIDE OF UPPER RUDDER TAB FIBERGLASS REPAIR DETERIORATED.  THE FIBERGLASS REPAIR WAS SANDED, REWORKED, AND PRIMED IAW SRM 51-40-9 AND 51-10-6.
