ILS TUNING KNOB NOT SECURE. SLIGHT BUMP WILL CHANGE COURSE BY 10 DEGREE. UNABLE TO PROCEED WITH ETOPS FLIGHT.  R & R ILS CONTROL PANEL IAW MM 34-31. OPS CHECKS GOOD.
