FLIGHT 5563 - EN ROUTE RDU-JFK RECEIVED A SPOILERON FAULT AND INBOARD GROUND SPOILER MESSAGE, CREW DECLARED AN EMERGENCY AND RETURNED TO RDU.  FLIGHT LANDED WITHOUT INCIDENT.  REPLACED RELAY IN JB11.
