FLIGHT 5163 - EN ROUTE CVG-FSD PRIOR TO APPROACH RECEIVED A FLAPS FAIL CAUTION, CREW DECLARED AN EMERGENCY AND FLIGHT LANDED WITHOUT INCIDENT.  REPLACED THE FLAP ELECTRONIC UNIT.
